Why re-section the USA in to 38 states when everyone knows there are 50 states? Well, it seems that in 1973 there was a geography professor in California called George Etzel Pearcy who came up with a few good reasons.
What he did was to redraw the boundaries in less populated areas. He wanted to isolate cities and by doing so argued that if there were fewer cities jockeying for state money, then there would be more state money to go around.
Another reason he cited was, redrawing the boundaries in order to recognize particular areas and their cultural history.
